plugPAY is a digital payment platform that enables people to receive cash assistance through a one-stop shop and modality of their choice.

The challenge

The implementation of Cash-Based Transfers (CBT) assistance is complex, which can involve up to 39 different combinations of payment instruments and delivery mechanisms. Collaborating with Financial Service Providers (FSP) demands significant input, with partners contributing extensive information and effort to facilitate the seamless execution of cash-based transfers in conjunction with WFP. As a result, many WFP Country Offices work with only one FSP in their respective country, limiting the choice and financial inclusion of the assisted people.

 

The solution

The plugPAY digital payment enables the delivery of cash to affected populations faster and more efficiently through one single platform. The platform strengthens the implementation of cash-based transfers in WFP Country Offices and with FSPs by offering standardized terms, procedures, and protocols to local providers for joining and supporting the last-mile delivery. People receiving WFP cash assistance can choose their preferred payment instrument, thereby increasing agency and fostering financial inclusion.

Results

In 2024, plugPAY distributed US$9.1 million in cash-based assistance to over 535,000 individuals in various modalities, giving people the freedom to choose their preferred method and enabling financial access and inclusivity. It has also saved WFP over US$176,000 in 2024 by integrating more efficient processes.
