The challenge

Afghanistan faces overlapping climate hazards and a worsening food-nutrition crisis, with millions already in emergency levels of food insecurity and malnutrition. Each winter, conditions deteriorate. 

Although early‑warning systems exist, the information is scattered, focused on single hazards, and not detailed enough to spot new trouble areas quickly. With less funding available, it’s even more important to have accurate, shared, real‑time data so that organizations can act earlier, work together and stop these crises from turning into famine-like conditions.

The solution

AF-PULSE brings fragmented early warning information into one shared platform for humanitarians. It combines climate, food security, nutrition and market data to predict where conditions are likely to get worse, then sends local alerts, hotspot maps and impact summaries to help organizations act faster.

Community and field reports are used to check and improve these predictions over time. By connecting existing WFP tools with partner data, AF‑PULSE avoids duplication while making early warnings more accurate, coordinated and timely, so help can reach the most at‑risk communities before crises peak.

Results

AF-PULSE is still being developed, integrating WFP Afghanistan’s three early warning systems into one platform. However, its core famine early warning analysis - already operational and forming the backbone of the system - has directly shaped hotspot targeting and where assistance is sent.

In the last quarter of 2026 alone, this analysis helped direct assistance to more than 2 million people in the most food insecure districts. By identifying where conditions were deteriorating fastest and enabling earlier, more precise action, it has helped prioritize limited resources, reach communities sooner and reduce the risk of severe hunger and malnutrition escalating into famine-like conditions.
